Gloucester City Council is preparing to launch a citywide crackdown on unregulated smaller HMOs, warning that rapid growth in ‘unmanaged’ multi-lets is putting pressure on neighbourhoods and reducing the stock of family homes.

Council leader Jeremy Hilton says rising numbers of three- and four-person conversions are driving what they describe as “HMO saturation” across the city.

The crackdown will involve a citywide expansion of mandatory licensing. Currently, only larger HMOs require a licence, but the council wants smaller properties to be regulated from 2026 following consultation. Officials say unlicensed conversions are closely linked to complaints about overcrowding, waste, parking strain and anti-social behaviour.

There will also be a targeted Article 4 Direction for the wards with the highest concentrations of HMOs – Kingsholm and Wotton, Westgate, Barton and Tredworth, Moreland, Kingsway and Elmbridge.

This would remove permitted development rights from April 2027, meaning landlords would need full planning permission to create HMOs with six or fewer residents in those areas.

Hilton told Rayo: The council plans to enforce stricter regulations on Houses in Multiple Occupation in Gloucester to address the issue of HMO saturation, especially where family homes are frequently converted. Many conversions occur without licensing or planning permission, affecting local communities.

He added: The council aims to introduce mandatory HMO licensing across Gloucester and implement an Article 4 Direction in certain wards, requiring planning permission for HMOs with six or fewer residents. While quality landlords will continue to receive support, those providing poor housing or exploiting tenants must cooperate with the council to avoid legal action.
